This is a highly unusual vintage brooch made of a white enamel frame and set with black faceted stones. It still retains the store tag. It measures 2" in each direction, and is slightly domed. The hang tag reads "The M. O'Neil Co.' on one side, and the other side reads D104, C478, A5, 2.00" 

TheM. O'Neil Company was founded in 1877 under Michael O'Neil and Isaac Dyas, with its headquarters in Akron, Oh. Subsequent changes would see the  company named simply The M. O'Neil Company, which is what we see on the hang tag. In 1912, the company was acuired by May Co., and eventually by the Kauffman's chain.
